On April 24, 2024, the Federal Register published the Department of Justice’s final rule updating its regulations for Title II of the Americans with Disabilities Act (ADA). The final rule has specific requirements about how to ensure that web content and mobile applications are accessible to people with disabilities.
The University of 91߹is committed to ensuring that all students, employees and members of the public have equitable access to the university’s web content, mobile applications and other digital resources. Accessibility is critical to fulfilling the University's academic, research, service and employment missions.
In accordance with these updated regulations, web content and mobile applications utilized by the university in its programs, services, activities or communications shall conform with the Web Content Accessibility Guidelines (WCAG version updated to 2.1 AA Standard) as soon as practical and no later than April 26, 2027 unless such deadline is extended by the United States Department of Justice.

What types of web content and mobile applications are included?
All digital content posted by anyone at the university is expected to meet digital accessibility guidelines before being posted. This includes, but is not limited to:
- Digital instructional materials (e.g., lecture slides, recorded classes, and electronic resources delivered through platforms such as Canvas)
- Official university websites
- Administrative systems, including ticketing platforms, online registration portals, employee information systems and application systems for student admissions, housing, and employment
- Library services, such as online catalogs, electronic books and academic databases
- Digital communications, including official university social media channels and multimedia elements, combining audio, video, and text-based content, along with accessibility features such as video captions, audio description for visual content and alternative text for images

What steps should I take to ensure that my content is Title II compliant?

- Remove: Audit and delete outdated, inaccessible content (e.g., old PDFs, uncaptioned videos).
- Remediate: Convert existing materials to meet WCAG 2.1 standards (e.g., add captions, fix PDFs, provide alt text).
- Right First: Design all new content with accessibility in mind from the start (e.g., use accessible templates).
Are there tools available to assist me with Title II compliance?
The university has several tools to assist with Title II compliance. These tools include but are not limited to:
- Adobe Acrobat: Adobe Acrobat Pro licenses issued to university faculty, staff and students include a tool to verify PDF accessibility.
- Microsoft 365: Word, PowerPoint and Excel include a built in accessibility checker.

- DocAccess: The university has a system-wide license to DocAccess, a program that creates WCAG 2.1 AA-aligned HTML transcripts of webpages.
